Front Strut Question

I have a 94 GT that I had New Shocks & Struts installed on. Something just doesn't feel right so I jacked up the Front end to check it out. If I put one of my hands at 12:00 & 1 Hand at 6:00 on the tire I can move the tire back & forth about an 1/8" or so. But if I put my hands at 3:00 & 9:00 the tire wont move from side to side at all. I thought maybe it was the wheel bearing going out at first. But then I noticed that when I move the tire back & forth from the top the strut moves at the bottom where it's bolted to the spindles. Should the struts move or should they be bolted tight to the spindles ??? I'm thinking they're suppose to be tight & that's the problem but not sure. Let me know what you guys think as I'm a little worried about driving it like this.
