Isolated starting problem

Hey guys - having a starting issue I need to isolate. 1994 GT 5.0, fresh tune up, 150k miles. When the car is cold, ie., sat for a day or so. I have had this issue since I owned the care where if I get in and crank the car it would crank for a solid 30 seconds before starting.

However, I cheat this by cranking it for about 3 seconds and then stopping for a good 10-15 seconds. By this time, it will crank and instantly start. So the issue hasn't bothered me but its time to get to fixing it. No issues when the car is warm.

So, I am thinking my fuel pump is losing pressure? Any ideas how to confirm my issue? Would like to order parts this week and knock it out his weekend while I have some time.

Check your pressure at the rail with a pressure gauge. When was the last time you did the fuel filter?

I did the fuel filter in November. Have barely put 500 miles on the car since then. I'll check the pressure at the rail. What is the range I'm looking for and what would low pressure indicate?

IIRC its 40psi with vac off but double check, I have not messed with a pushrod since like 2009...
