Where should I start?

So I recently purchased a 95 mustang and

Well I would start with the basics like a full tune up.....cap, rotor, wires, plugs, fuel filter, set timing, visual check of everything, clean grounds, run your codes, clean your MAF, new pcv valve and screen, new air filter, flush your brake fluid, check bushings, check brakes, rotate your exhaust bearings....

If youre referring to performance modifications,I would swap the gears in the rear end first.It really helps with getting the car moving faster.You might actually see a 1-2 mpg fuel reduction by switching gears when you're driving in the city.
3.55=stick/long trips to work daily
3.73=stick/short trips to work
3.73=auto/long trips
4.11=auto/short trips
Example:if you've got a stick(5 speed)and you drive the car daily putting 75-100+ miles on it,choose the 3.55 gears because you will only burn a small amount of extra fuel vs driving with the stock gears.Even though gears don't increase HP,they will make the car feel like its got 50 extra HP.They put less of a load on the engine since its not bogging while taking off.A k&n air filter and under drive crank pulley can add 5-7hp.You're not gonna see more than 1-10hp for any performance part you add except for heads,supercharger or nitrous.If you're experiencing any driveability issues currently,see if any codes are present by doing a koeo/koer test.The link below shows you how to this.Do a good tune up like smurf mentioned. Don't waste your money on a cold air kit.If you wanna add some cheap parts for a 20+ HP gain,GT40 or GT40P heads,intake and throttle body from a Explorer will work.96-mid 97 have the GT40's and late 97-2001 will have the GT40P's.Youll have to buy special headers to run the GT40P's though.If I was starting from scratch,I would begin with gears,air filter,MAF sensor,crank pulley then some AFR 165-185 or Trick Flow 190cc heads.You can build up from there.
