Coolant Leaking Badly

Coolant doesn't leak when it's just running. I drive around for awhile, then, when I come to a complete stop, it comes pouring out through this spout. Is it my thermostat?

No that is your coolant overflow tank. If it's coming out of there id get new one instead of trying to patch it because it looks pretty rough

Just keep a eye on that temp. It's nothing major but it could be if you become careless.

Coolant Leaking Badly

It is major if it's pouring out when he comes to a complete stop. He will run low on coolant quick! You can find used overflow tanks cheap

The radiator cap opens to allow coolant flow between the radiator and reservoir bottle.If the cap isnt working properly,it could be letting coolant go into the bottle,but not closing.If it doesnt close, coolant will continue to fill the bottle until it reaches its max capacity & once this happens coolant will begin coming out of the spout you're referring to.The cap should open/close at the appropriate time,to allow coolant to flow from the radiator to the reservoir bottle and the reservoir bottle back into the radiator.When I say "the cap opens and closes" it really just means the valve inside the cap moves in a way that allows coolant to flow in one direction or the other.
