Just pierce the wire with a needle,on both sides of the resistor,and touch the (+) lead of an ohmmeter to one needle & touch the (-) lead to the other meter.That resistor is rated at 22k(22,000)ohms,so the meter should read somewhere close to that.A resistor is usually good or bad,so it will either measure close to 22k ohms or it will measure OL,which means the resistor is burnt in two.

Why are you testing the resistor??
Ive seen code 18 be caused by that resistor being burnt.That resistor is put there to prevent excess voltage (from a spike)from reaching the ecm.The wire,the resistor is spliced into,runs between pin #4 at the tfi module & pin #4 at the ecm harness.Its used for the IDM(ignition diagnostic monitor)
This resistor is used to lower the voltage of the Tach signal being supplied to pin #4 of the ECM.
