1995 3.8l hesitation up hill

Hey there, we'll I have a problem with my daughter's Stang. It's a 3.8L automatic. It just started to hesitate and jerk when it's going up a hill. If I increase the rpm, it evens out a bit. I think it's a vacuum issue because when the heater is on mix( defrost and floor), it switches to defrost only on its own. That's the default for the heater when vacuum is lost to the heater controls. I checked the egr, the egr solenoid, cam position sensor, all the lines, vacuum is around 20. All good. Any ideas? Thanx

Fuel pressure at idle should be 30-45 psi with the vacuum hose attached to the fuel pressure regulator.
40-50 psi with the vacuum hose detached.
The fuel system should hold operating pressure for five minutes and lose less than 5 psi after the key is turned off.
