yeah, if your girlfriend had a non-turbo (420a) then yeah, that statement is true.
right now he is running the stock 1st gen turbo (14b) which is a whole hell of alot better than the stock 2g one (the T25), getting ready for a setup that hopefully will keep up with the Cobra (60trim, DSMlink). he is "tuning by ear" right now, he has 680cc injectors, 255 pump, afpr and is using a ****ty safcII and from what i hear, he pulled the SRT4 when they ran on the freeway, which is pretty scary for any GT owner out there since that SRT4 used to pull my GT all the time. there was also a 96-98 cobra that caught up with us while we were cruising down to the next city to take pics, i had my music up (was playing Rosetta Stoned) so i didnt even notice it, i was behind the eclipse and once the cobra passed me i guess he revved and they both went at it, so i just downed it into 4th and light throttle to keep up, and the 96-98 lost bad, we slowed down and he got behind me, i figured he was gonna follow us to our next spot, but instantly pulled off at the next exit, sore loser i guess, good thing i didnt have to waste my gas.
the SRT4 has a few mods, he is getting a 16g Portfueler setup soon, just the run of the mill stuff like a agp wastegate, turboback exhaust, perrin fmic, intake, but hes still on the stock ECU.
the wrx is pretty modded. 20g turbo, STi upgraded (what the stock sti guys upgrade to) top mount IC, injectors/pump and a dynotune from Gruppe-S (big subie tuner), built tranny and now upgraded halfshafts. its quick up to around 120 then the awd kills him.
the white eclipse was just re-acquired and is totally stock. hes gonna upgrade to a 16g setup like i had, and put his T25 on his R1. when i get the ported blower setup im gonna try to take him on in the stock R1 and even still lose likely.
