Use a RTV silicone. This is what I used to seal my foglights and it works great.
edit: It cost me like 2 dollars for a tube of this stuff from auto zone.

well it is on the top of the light so it will be under the bezel that covers them

Just look for stuff called windshield sealer, it'll do the job, and it's also clear.

are they supposed to be air tight or are they supposed to have a little bit open-ness... i assume air tight, just get some RTV silicon and let it cure over night.

well there is two air/drain holes in the back corner so if water does get in it can get out but i think that more water was getting in than could get out, but im not sure. All I know is there was water all over the lenses.

i would first seal em all over where they are supposed to be sealed for sure and see if that helps, then you can determine if its a design flaw or just poor construction.

i am just going to try to seal that top portion, I knwo it is comin through there because i was rinsing the inside out when i took it off because there was dirt inside and when i had it filled with water it started coming out right there. I hope that makes sense.

Anything aftermarket will leak. One of my OEM side markers even leaked. Just take them off, use a hair dryer to dry them out and run silicon where you suspect is not sealed all that great. Just don't seal up the vent holes.
