Shifter lights and trunk rust?

Alrighty, guys. I have a couple questions.
My shifter lights have gone out quite some time ago; are there bulbs down there that need replacing or is it a fuse?

Also, I seem to have a rust problem in my trunk. It's not a huge area affected, probably just a couple of inches starting to break through. How would I go about fixing that?
