Question Steering Rack improvement(s)/ Vibration cure(s)

Shortly after delivery, I felt a little vibration in the front end-translated through the steering wheel at 62-65 mph. (I have purchased other Ford cars-in the past-that had 4 out-of-round OE tires. I also thought that rebalancing all the wheels wouldn't hurt.) It appears that they are all round, and two of the wheels were off by 1/4-1/2 of an ounce-which isn't terrible.
So I rotated them with 650 miles. I have the standard 17" tire/wheel combo on my car. Has anyone experienced any of this? I am considering a wheel/tire upgrade-moving to 18"-and hope that will cure this stuff. Are there inherent shortcomings-that others have experienced in the OE steering rack? It looks like Griggs Racing has some kickbutt upgrades. I'm looking for opinion(s)-feedback. C'mon guys/gals..

griggs or maximummotorsports for suspension upgrades

as far as vibration if it is only in a MPH range I would think its the wheels being out of balance... since you rebalanced them... hmm does rotating the wheels alter the vibration at all? If it does its in the wheels somewhere.

I guess I can't "be sure"-since I have rotated the wheels-by all appearances they are not out-of-round-and they are all properly balanced. I wonder if the tire/wheel upgrade I have been thing about-would resolve all of this? I would also appreciate hearing about other folk, upgarding the steering rack componentry(anti sway bars, struts, etc..):feedback:
