No quick fix for states that do a visual inspection as well as OBD II. People used to hook up the O2 sensors and just zip tie them up under the car. Most states have caught on and now use a mirror or camera to look up under there. If your're running catless thats an instant fail.
As far as reseting the codes, you still won't pass because the computer has got to perform the checks before being inspected or the system will read "NOT READY".
Sorry I don't have any good news for you, about all you can do is get as close to stock as possible which calls for 4 O2 sensors for a dual exhaust, one in front of each catalytic converter and one behind it.
