So I have the gts-4 hood and its about to begin raining soon so my issue is the heat extractors on the hood it lets water in and sits on top of the valve cover on top of ignition coils is there a fix for this?

Trufiber makes rain guards for the heat extractors on your hood that should stop the rain from getting in.

2010-2012 Mustang LG72 Rain Guard (fits A53 Hood)

And the gts-4 is the same thing as the A53 hood so it should work

You think getting the fuel rail covers would be easier since I don't want to drill into my newly installed hood lol

Ya that might be easier.. But technically you probably don't have to drill. If you found some strong tape to temporarily hold them up that might work too
