Keeping e-fans on

So a friend of mine said I could keep my fans on the hole time by using my sct tuner. How true is this?

Why do you want to have your fans on all the time?

Ya I'm sure when you go to load the tune. There's an option to leave them on. I've just never wanted to have my fans on all the time so I'm not 100% sure.
