What to rev to for best 0-60?

How high should I rev to in my 09 gt/cs for the best 0-60 I usually keep it under 4k just for the reliability factor

You need to find the sweet spot between bogging and a smoke show

Your tires, asphalt, concrete, weather, temp and mods all play a roll, there's no same RPM we all go from, it's something a good driver learns thru practice and experience

I mean like when going through the gears take it up to 6k and change or what? I got from a start down

If your car has any mods the powerband will be shifted. You want to shift right where your power level peaks, to know where that is you need to go to a dyno.
