If you get an off road h pipe you need a tuner to disable the O2 sensors, if you get a h pipe with cats then you may not need the tuner then.

It's all about the smiles per gallon

I have a cold air intake on now and it has the little plastic piece in it but it still leaves the check engine light on so I've been dealing with that I need a tuner but I want noise

Don't need to tune for OR pipes only if you don't like having that annoying check engine light on, and you shouldn't have a check engine light on for a cold air double check that.

It says the engine is getting too much air or something when we hook it up to the computer not sure what's wrong with it

What cold air is it? I took the restrictor tube out of mine and i had to get it tuned. The cel shouldn't be an issue unless it is annoying like boosted3v said. They are not used under wide open throttle. But a custom tune is nice either way

Double check, tighten everything up again even pull out the Mass air flow sensor and clean it see if that helps
