70 mustang starter

Hey guys,

My old man and I just recently got our 70 fired up and about the 8th time we fired it up the starter made a horrible almost grinding noise. But then the next time it fired right up. It's doing the same thing still where it makes the awful noise the first time but fires on the second. The flywheel and starter are both brand new. It's a 351 Cleveland with a 5 speed behind it. The starter is a mini starter for header clearance. We've checked the starter bolts and everything is tight? Does anybody know what it might be? We've stopped trying to start it because we don't want to mess anything up. Any suggestions on things to check are much appreciated.

Does it need shined? I would pull it back off to see if its meshing on the edge
