1977 mustang cobra ii rust hole fix?

how can i get inside that little spot right under the windshield wipers and where the windshield squirters come out, its starting to rust and i dont want it to get very bad. and idk how i can get down inside there with out breaking **** lol
if you have a mustang ii and know what im talking about i need help, lol

that spot is almost impossible to thoroughly clean by hand.
a sand blaster is really the best way to remove rust from those kind of areas
if you have access to an air compressor you can get a cheap sand blaster and a bag of fine sand for around $25

i got a $12 sand blaster from walmart, it works fine for that kind of stuff.
