Carb question

So I just received my carb back from getting it rebuilt and was wondering how far is it suppose to open up when the gas pedal is all the way down. Here's a pic of what it looks like and remember, that's as far is it opens when pressing the pedal

I cant see the butterflies in the pic but they should be all the way open with your foot to the floor. If you're refering to the choke plate, it will stay in that position until the engine warms up.
