Fender alignment issue? - Mustang Evolution

Fender alignment issue?

I am having bad paint chipping from the window chrome rubbing the fender. On both sides you can see the unevenness and it's just barely touching. Can I take this off and try and reset it? Or will that have to be straightened? Is this going to have to be cut off and a new one welded on? Or can I take some heat to this and straighten it? This is a driver so I don't mind the unevenness I just need it to no effect my paint. The help is always appreciated.
