I have yet to replace my vent window (the new one came with the car), so I can't offer much help there.

It's probably a combination of the latch not tight and gasket may be worn out and compressed down??

It's looks like there is a gap where the the handle and the glass, like its been pushed away from the glass. Or the grommet inside the glass is worn out allowing the latch to move in the hole and be too far from the frame. I think I have a detail of he window.

Looks like you're latch is pulled away from the window. Here's a pick of my sons 67, it's tight. Click image for larger version

Mine should have a roll pin on the bottom. I'll check. You can get new latch handles for $30, but a whole vent window assembly is $350 each side. That's ridiculous.
