Ricer vs. Tuner

I was wondering what exactly classifies a car as a "ricer" and a "tuner."

Ricer will put just about anything on their car. They like getting upgrades at Walmart and can't forget a quadrupled, double stack spoiler.

i use to say anything that makes a car look fast when it's really slow is ricer...then i remembered i drive a v6 that looks like it could walk alot of cars lol. so i changed my thought process to cars that are way overly done or outlandish. it could be domestic or something imported.

here's some local examples i've found of rice...

here's a slammed civic with a drift charm, and a vinyl on the back i lol'd at...it's stock other then that...



here's a civic with what you think is an intercooler at first....ok so it might be fast. nope it's just a CAI tubed down to the air dam..



oh and parked about 4 spaces from the civic...
