Forget it.

It has to have a combined EPA rating of 18 or less, Mustangs were better than that.

18MPG or less.

If you have the V8, you qualify. If you have the V6, you don't.

I am sure you can get more than $4500 for a 2000 mustang at trade in. No need to use cash for clunkers program. And the answer is your mustang has to have a combined 18 MPG or less to qualify

Yes, there is a list of approved cars on the www.cars.gov website. The first thing you need to do is see if your car is eligible for the rebate.
