When is a car exempt from Emissions testing?

In Massachusetts? I heard rumors they moved it to 1996?

Im asking because i might buy a mustang 1995 with a 5.0 or a 1980 with a 5.0 and i was wondering if i could go straight pipes.

When is a car exempt from Emissions testing?

Emissions Tests

Massachusetts uses two types of emissions tests: On-Board Diagnostic (OBD) and Snap Acceleration Opacity.

On-Board Diagnostic (OBD) tests are given to:

Model year 1996 and newer passenger cars, light trucks and SUVs

Model year 1997 and newer light-duty diesel vehicles (8,500 pounds or less)
