The heads does not have to match the mileage of the short block, but I would personally not install high mileage heads on any vechile as these heads are prone to valve seal leaks after some time. Now assuming the short block is in good shape, you can easily find a used set of heads fully assembled, buy a set of new heads, or upgrade to new ported heads. You will need these parts to convert over to the PI heads-
Romeo PI heads/cams
Water pump nipple that goes into the block behind the water pump
Crankshaft pulleybolt because they are TTY- Torque to yield- so they can only be used once.
The heater core tube that's for the PI motor that goes onto that water pump nipple because the PI intake is deeper and the NPI tune will not clear.
Ford Racing head swap kit, comes with head gaskets, exhaust gaskets, all new head bolts, and dipstick tube- this will get damaged while taking it out to clear the driver side head removal.

Valve cover gaskets
The swap is pretty straightforward if you have some mechanical experience taking apart things. You will have to time 2 cams, and I would reccommend getting a tune to get the most out of it. It's a night and day difference as you will still be making power beyond 4500 rpms unlike the NPI setup.
