Oh man a long list for that thing. I would open up the exhaust first long tubes and off road x pipe if u don't have emissions. A good cold air and throttle body.

That's a good start, now you need more air coming in. Get a good cold air kit like a C&L, and a larger throttle body like a bbk. Changing the rear gear will help on take off power, will hurt fuel mileage if your worried about that. If not, 3.73s or 4.10s work great with that engine.

The best sounding exhaust for those 98 cobra in my opinion the sound of a "Cobra" is the 40 series with either a Mac pro chamber h pipe or a bassani x pipe. I would put that exhaust on there for sure, the cleanest sound ever!

Pretty much what everyone has told you is a great start. As far as easiest prob would be the cold air and throttle body. Under drive pullies prob next, then exhaust then gear. Or heak all at once. Possibly a good tune also, but don't do the tune until you have the other things installed already.

Re: 98 cobra

yea to bad the older cobras were not made with built motors so that high of a HP level requires a built one (to last lol)
