Weird problem - Mustang Evolution

Weird problem

Ok so the other night p popped a heater hose, no big deal, I washed my engine with my garden Jose on the "shower" mode, now when I'm drive say I'm at 3 thousand rpms when inlet off the gas, the rpms don't go down, it's almost like I'm on cruise control, I swapped the iac, I'm lost on this

No check engine?

Could it be a throttle position sensor? How does it idle?

No check engine light, I think I fixed it, I cleaned the tb the inlet for the iac and the tips, seems ok now. Thanks fellas

Update, did not fix it. Ok so here is a good idea of what it's doing. I started my car, rpms kicked up to 2 grand and just hung there. I pulley the plug for the tps and it dropped my idle down to normal. Is it the tps going bad? By the way it doesn't always do this, sometimes when I'm driving it works just fine.
