Ac and ps don't rob hp because they use electricity, they rob it because of the drag they put on the motor with the PULLEYS. If you put free spinning pulleys there they don't cause drag.

HIDs will not take away any HP at all. The reason the A/C and the Power steering take away is because they are run off the engines power via accessory belt.

The HIDs are not taking away any more power from the car. The same amount of electicity is going to the ballasts. From there the ballasts amplify that to power the HID. No HP will be lost at all from HIDs.
