X100 I plan on doing this after I have a good chunk of cash. Maybe after this next deployment I'll do this and sell my original motor. Does anyone know what a stock 2v with 51000 miles would sell for?

Just pull the heads off it, and sell the old shortblock to pay for a port and polish. Probably wont be worth much

I'm thinking if I'm gonna put a blower on it I may just buy some new trick flow heads with blower cams and matching intake manifold.

You will need to find a block usually around 300-600. You will then need to find a forged crank pistons and connecting rods. You also will need to find a machine shop that can bore the block and assemble the short block . You should be able do the whole bottom end project for $2500-3000 and have all forged internals.

Could I port and polish my heads with a mild can on my stock bottom end? It does have 189,000 miles on it, or should I get the forged short block and go from there

You could, it wouldnt add enough go to warrant a forged bottom end...but if you have the $ and are ripping it down that far any way just do it and get it over with...
