best rust remover

I had to replace my rear brakes and there is quite a bit of rust and brake dust build up that I can't get cleaned. What's the best thing I could use to break it down and scrub it without taking paint off my rims?

I just soap and water on the inner part of the rim where all the dust and grim build up, if that's what your talking about? Just soap and water and some SOS pads. Now as far as the outer I wouldn't use the sos pads they will scuff the shiny surface to much...
