Can it be fixed

My car had hit a tree in the past before I got it but they replaced everything but it looks like the bumper isn't aligned right could it be the body shops fault or could the frame be bent and that's why it isn't on very good?

It looks like the bumper bolts are gone or loose. Pull the left front wheel liner aside and look to see if the bolts are loose or missing. I think they are a 12mm nut.
