No power below 3k

So I just bought my wife a 97 GT last week, the first Ford in our family. It runs a little rough. When idling it seems to (best way to describe it) spit. It doesn't go dead. I had to fix the tube going from the intake manifold to the left hand valve cover as it was kinked, this did not fix the issues. The car doesn't have any power below 3K. it's an auto, when cruising it sputters a little, this seems to go away with a higher RPM, when you put your foot down, the car will down shift but doesn't put you in the seat like it should, but when it gets above 3K you can feel the power turn on, almost like it has a turbo on it, the power is minimal and the engine output still seems a little weak. I’ve read the threads on the IAC and have tried that, it does run a little better but now you can hear the valve sticking a little as now the IAC whistles, it sounds cool with the hood closed like it’s supercharged, but still running rough. Is there anything else that could cause this as I am in Japan and will be making a trip to the US soon to collect parts?
Thanks for the help
JP

check the spark plugs, COPs, change the fuel filter and check the fuel injectors.

The COPS are the Coil On PlugS. Basically, they replaced the distributor.

They will be the parts attached to your spark plugs. Here's a question tho, did the 97's have COPS? Or did those first show up in 99? My brain is taking a break and I can't remember right now.

Re: No power below 3k

no, i would check the fire on both sides but its probably not a coil pack since the power comes back on after 3K check the air intake temp sensor and the mass air, they both have been known to cause a problem like that.
