Slight RPM surges

When at idle what is an acceptable amount of changes in RPM if any. When at idle I have small surges from about 700 up to 900. It will do this then after about 5 seconds it will do it again and continue this cycle. I just cleaned my MAF so that wasn't it. I know it could be a vacuum leak but I have looked and havent seen any obvious places that could cause it.

+1. Either IAC or vacuum most of the time.
