Built mach one , low dyno numbers ????

A buddy of mine has a fully built Mach one. Has a 10 3/4 to one compression with forged pistons rods crank with stage two ported heads and cam. Also running full bassanni long tubes and no cat exhaust. Was dyno tuned. In a 45 min time frame. Only thing done was added 5% more fuel. No spark or timing adjustment and the car put down 360 hp can't remember the torque. This seams like he got a bunk tune and the car should have more then 400 to the rear any thoughts much appreciated
