Help with 2000 GT bogging - Mustang Evolution

Help with 2000 GT bogging

My dad is currently having problems with his 2000 mustang gt. It has its' normal power and acceleration in 1st and 2nd, but going through 3rd it dies around 40-45mph and 2000-2400rpms. It will not go above either of those numbers. The engine dies right down and it feels like it is starving for fuel. We just changed the fuel filter today hoping it would help but it didnt. Any other idea? Possibly fuel pump?

Forgot to mention; offroad H pipe, Flowmaster catback and a CAI are installed on the car. Has MIL Eliminators and currently no CEL, but it does come on occasionally. Next time its on i plan on checking the code with my diablosport predator.

Mine did that for a whine then the fuel pump died
