Opinions on which one.

I'm either getting a DHG bullitt this weekend or a 99 Gt. Bullitt has 110k and a few mods like exhaust and Cai. Gt is a vert with same mods. I can get the bullitt for 8.5k or the Gt for 7k.

Bullitt. No question. It's a limited production car with a value that can only go up as it ages. The GT's value has been tanking recently and shows no worn of stopping. These cars are the new F-body camaros in terms of value (an LS1 F-body can be had for 5-6k, they're dirt cheap)

Also the bullitt has a Bama tuner with it. Would I be able to get it into my name.

Bullitt, less miles and a couple years newer. More rare also and better things like suspension and interior and brakes

You will have to reapply for the free tunes program I believe. It's $150.
The tune contract isn't transferable.
