It's not attached to the hood, but rather the foil-lined insulation secured to it. I removed my hood scoop on my '04 a few months back for some cleaning, the ground wire went straight to that insulation piece.
I presume it's grounded due to it's contact with the alternator and battery

Yeah thats what im about to do. I just took off the insulation and pinned it back up.

If you do a hood swap like a cowl then you don't need it anymore. So obviously it doesn't do much lol

Also. How much do you guys think it will increase the sound of my car if just install new loudmouth 1 catbacks. Not the full system.

Yeah, when I got my Slp loudmouth 2 catback I installed it by itself for a few months then bought my x pipe and just that made it really loud! I can't imagine how much louder it would be with the loudmouth 1!

With the stock manifolds and the mid pipe lm1 won't be that loud. Yes it will be louder than most but if you want stupid loud put a off road pipe on it. Taking the stock mid pipe off and putting an off road one is where you will see the biggest difference in sound quality and loudness

Just a guess but, it's probably there to dissipate static electricity build up on the hood.
