Id assume he means he needs a locking gas cap or maybe that little plastic ring that attached to the cap so it wont be loss. Unless he is talking about the locking ring that goes on the fuel pump. Im leaning towards the locking ring on the fuel pump cause he may have changed it and probably didnt replace the seal or he broke rhe ring. Not hard to find a ring for it. Try to find out more info on it and let us know. The locking ring u have to drop the tank to get to it. As to the steering wheel u can always go to a junkyard and get one used stock to replace the aftermarket one
