It means the brushes are sticking the their holders. They may be worn beyond the service limit or just gunked up, the only way to tell is to disassemble the generator. A local "auto-electric" shop can do this, and rebuild the generator if needed, or just buy a new one--do it before it destroys the battery or you will be replacing that too...
