I'm been doing some research and people say it'd normal all I have to do is polish it,and that it may be a sign that I'm running rich, Idk what that means or how to fix it

So I polished it and it came off like a breeze, but it's obvious this will occur again, is only showing up on the inside part of the tip, where the double edge wall is or whatever, it's prettyy apparent that my exhaust is doing this, and that it isn't the pipes, any ideas on what I can do to fix this

+1 absolutely nothing to worry about there, other than cleaning it once a week or so not much you can do about it.
