Will high flow catalytic converters pass Washington State emissions?

I recently bought a 1997 mustang gt and when I took it to midas for an oil change they told me that the catalytic converters were hit and pushed up and touching the frame, most likely by a speed bump from the previous owner. Would I still pass emissions with a high flow catted x-pipe in Washington State?

I would get it checked by another place, a lot of places like that will do a simple oil change or inspection and then tell you they need to fix certain stuff and then charge you for it... Its probably a scam, if you are really worried get it checked by an actual exhaust place.
