Hanging idle issue

I have a 2004 mach 1 and about 4 months ago i started noticing that my rpm's would stick when downshifting and if i engage the clutch while moving to shift up the rpm's will shoot up to 3000 and wont come back down till i put it in gear and start moving or turn the engine off. Also, when at a stop i rev the engine and the rpm,s will just hang at whatever i reved it to. I figured it was the tps or iac valve. I replaced the tps and cleaned the iac valve as well as a new gasket and also cleaned the throttle body. It is still having this issue. I have read lots of other forums and cannot seem to get a solid solution for this problem. Also, this does not occur every time i drive it but is very frequent and seems to be worse when the a/c is on. Any input on this problem would be greatly appreciated.

Try putting a 1/4 inch socket in the hose after the iac and before the Tb , mine used to hang up until I limited the airflow , but I have a Bulitt intake manifold and 2v TFS heads and cams

Ok if you zoom on the photo , look at the tube attached to the iac ,I put a 1/4 inch socket inside of the hose just before the iac to limit the airflow , it worked , mine used to idle really high and then go down kinda, it couldn't stand it
