The car has long tubes with flow master mufflers cold air intake pro 5.0 shifter aluminum drive shaft and 3: 73 pro gear And heads has been ported and polished with new timming chain and guides it has a 159,xxxx miles there wanting 3000

Yeah as long as its mechanically decent, that's a fair price. Heck if I could find another new edge for that kind of price, I'd prolly pick it up too!

Fair price, your biggest concerns will be the condition of the body/paint/interior. Expect stock suspension to be shot, if no receipts for the port/polish on the heads they are stock and laugh at them if they try to use it as a bargaining chip etc... Obviously make sure it runs well and make sure you try a few shifts near 6k RPM to check out the trans. I'd try go get it for under $2500. Take cash and offer $2k in $100 bills and see what happens.

It's locals in my area and knows some of my family and friends and there got paperwork for the stuff and people has been offering 2900 cash and they wouldn't take it

Meeting in a public place is preferable but if you've ever negotiated on anything flashing money is a huge motivator. If it looks sketch when you walk up then you have to judge the situation.

I've had deals where the seller was "not going to budge". Pull out the cash and all of a sudden they come down. If you're that worried about getting robbed or shot them move out of the projects/bum**** egypt or start carrying yourself.
