Wow that's crazy that it only does it when it rains. There must be some type of wire that must be cut or something to where you're getting moisture on it and its causing it to do that. Sounds like electrical man I hope you figure it out it can really be a *****. I don't know man best bet would be jack up the car to were you could get underneath it and check all the wires and check if you see anything that might be corroded or something might have a tear in it. Good luck man I hope you figure it out.

Checking for vacuum leaks now and don't see any. Also the engine sounds just fine. There's just a weird noise in my exhaust

Check you battery ground and starter grounds. If it's worse when it's wet that's a good culprit. Make sure they are tight. Also look for any green wiring around the starter.

You have an intermittent electrical problem. Start with all of the engine and chassis grounds. Check the alternator. The PCM connections. Inspect the fuse box for dampness. Also the power distribution box under the hood, you might want to pull out all of the relays and fuses to inspect them for any corrosion.

Pay particular attention to everything that was submerged.

I just checked that and it's good. Could it be bad 02 sensors?

Lol
The symptoms of that code are exactly what you are experiencing with your car. Probably, something got wet and corroded and now there is a bad connection somewhere.

Codes show nothin. Only 02 sensor and something else about something unrelated to he

Codes ALWAYS do mean something. You say you removed the CAT'S. You did not tune for this. Of course it will throw codes and run like crap.
Will someone that already removed their cats please tell the OP what else needs to be done. I'm sure the sensors are going crazy on him.
Ronnie

Lol it's nothing like that. But like y'all said codes are codes. And I'm just not getting any besides the keep alive memory voltage low. I've checked all my connections. No corrosion. Had my battery checked and my alternator checked. All came out good. Also I'm sure If it were electrical it would also effect something else. Yes u will try all your recommendations. And I thank you guys for putting the effort into trying to figure this out. But this problem makes no sense

if the car is running good today and this only happens when it rains....
go to your self serve car wash... give the car a wash... while washing leave the car running... wash the underside of the car and see if she starts choking when u get water around the o2s...

if not then get a tune for no cats or go ahead and fix whatever triggers the dash lights to come on. stop ignoring the lights

Car still does it when dry. But when rainy it is unbearable. I will try the spraying under the car stuff tho. Good idea

You need to start jiggling wires around while the car is running to see if you can find a bad connection.
How bad did the car get flooded DRM? Did the water make it up to the dashboard?
