I assume that there is no check engine light and no codes.
Does it feel like it's stumbling or running out of fuel when at wide open throttle?

Change your fuel filter and if that doesn't help you'll need to do a fuel pressure test.

You put the filter in the right direction of flow?

35-55 psi
The system should be able to hold pressure for five minutes without losing more than 5psi.

My old 01 Monte Carlo wouldnt rev over 4k rpm at one time.... started fine, idled fine, just wouldnt rev out. It stumbled and almost stalled when it got up there... ended up being a clogged cat. Also no CEL.

A bad pump would likely effect more than just a particular rpm range. Hate to see you replace it for no reason.

Is it an automatic or manual? It may be a loose or defective throttle position switch if it's an automatic. I would check it especially it you have changed the throttle body or anything.
