How to deal with this rust

So I just discovered some rust on my body panels about a week ago...really upsetting because the body/paint was pretty much perfect when I got the car 4 years ago.

Here's some pictures of it.

I'm wondering if there's any action I can take to prevent further spreading of this rust? I just don't know how I should deal with it besides cutting it out and welding new pieces in (which id prefer not to do, I can't afford it right now)

Once the cancer starts you have to cut it out most of the time. You could try pulling the side skirt and sanding it down to bare metal and hit it with rust killing primer and then blend it with some good touch up spray from Paintscratch or have a shop do it but if you are going to try that it needs to be soon because that **** moves fast and once it really gets going, yeah you have to cut it out and weld in new metal.

Just because I give you advice, doesn't mean I know more than you. Its just means I've done more stupid ****.
