When you say "doesn't start" do you mean that when you turn the key the starter doesn't turn and there is no "clicking" sound or anything?
With the key in the "on" position, is the "theft" light flashing?

I assume that you've checked all of the battery cables to make sure they're in good shape and all of the connections are tight, especially the grounds.

How did this problem begin? Did the car just not start one day and you replaced the starter and it still won't turn over?

Since it doesn't even make a clicking noise, I'd look at the starter relay that's located in the power distribution box in the engine compartment. If you find that relay is working correctly, then the next thing to check is the starter solenoid.
