Camshaft position sensor voltage

So i have a 97 gt with a 02 engine. Having issues with it starting. Runs ok once it finally starts. I checked the cps and voltage was .1-.2 vac, i have read on the 4.6l it is suppose to be .5-1 vac. What would cause this or is the information incorrect for a mustang?
