Camber bolts where do they go?

I went to go get a alignment well I tried and they told me my alignment was too messed up and I needed to change my outer tie rods and get some camber bolts. Where do the camber bolts go? Where the spindle to shock connect??

Yes. They are the bolts connecting the spindle to the strut.

a tech at tire kingdom said my allignment, camber i think, could only be lined up so far, and that i need new camber plates to get a good allignment.

Is he retarded? or is this a real thing with these cars? is it from its age? switching to oe type kyb shocks? suspension aint modded.
