I had the problem on my Honda of all things. Everything I googled pointed to it. Hundreds of people having the same problem and Only one culprit. Blower motor resistor. The resistor has multiple resistances and controls how much power the motor gets for the blower. If they go out no resistance. Hence why it only works on the highest setting.

yep to the above.

generally, if its the fan control thats not working, or only certain fan levels work, then its probably the resistor. fan flat out not working, possibly the resistor, but likely the fan motor or the connection. (Easy way to check is to pull it and hook up a 12v source to the fan and see if it runs.)
if its blowing normal but warm and ac is on max, check your ac clutch. if its engaging and disengaging, then a common issue is a freon leak. could still be something else wrong, such as a clog, bad sensors, or even a bad clutch. and be careful about carelessly adding freon. Best to do some research on it. Some people add freon and it fixes everything in their life, and some say dont even touch your a/c without a hvac certification. :/

oh and forgot to add, if the ac clutch wont engage at all, then its either not enough freon to start it up, ac relay, bad compressor, bad clutch, or other. so be careful not to assume its just not enough freon, and then you overload it.

just thought i'd add some more ac related stuff in case it might help someone else looking here.
