P0136 code - Mustang Evolution

P0136 code

Ok so I have a 03 gt. I've been getting a p0136 code (malfunction of bank 1 sensor 2) I've replaced this sensor 3 times,checked the connections and looked for anything alarming in the wiring, replaced f2 #2 and #8 fuses. And none of that fixed it. I decided to datalog and look at the voltage going to my rear o2s. Bank 2 sensor 2 had normal voltage reading while bank1 sensor 2 had a 0.00 voltage reading the entire time. I've ran out of ideas. Help?
